IMPACTS OF ENVIRONMENTAL REGULATIONS ON SOUTHWESTERN INDUSTRIAL STRUCTURAL OPTIMIZATION

This paper uses theory and cases to clarify the relationship between southwestern industrial structural optimization and environmental regulations, aiming at providing reference for efficiently using resources during the new era. Evaluation index system of environmental regulations is used to estimate the environmental regulation intensity in Sichuan, Chongqing, Guizhou and Yunnan based on their 2005 to 2019 panel data, with panel fixed effect model to analyze the factors of southwestern industrial structural optimization and impacting paths of environmental regulations, which is tested through threshold model. Substituted variables method is used to detect the robustness of the results. Environmental regulations intensity in southwest is in increasing trend. Industrial structure is optimized by economic growth and international trade, but negatively impacted by foreign direct investment, and little by technical innovation. Impacts of environmental regulations on industrial structural optimization display a “U-shaped” relation, a little from technical advances, international trade and foreign direct investment. Southwestern environmental regulations intensity is appropriately to be set at 0.67-1.56. This paper puts forward suggestions on increasing investment on environmental protection, determining rational environmental regulations intensity, establishing performance evaluation administration to keep abreast of the effects of environmental regulations.

This paper uses locality Gini coefficient, locality entropy, standard difference ellipsoid model to analyze the spatial pattern and its evolution of non-agricultural industries based on the second & third industries data of 13 prefectures in Jiangsu province. The results show that the second & third industries are unevenly distributed with a high concentration in Suzhou, Wuxi and Nanjing. The second industry has a more homogenous distribution than the third industry in Jiangsu province with their descending locality Gini coefficients. The specialization level of the second & third industries in south and central Jiangsu is much higher than that in north Jiangsu. The spatial pattern of the two industries is relatively stable in recent decade. This paper presents suggests that north Jiangsu foster specialized industries to form a stable industrial cluster, central Jiangsu integrate into Yangtze River Delta industry zone so as to boost its manufacturing, south Jiangsu, as the developed area in Jiangsu province or even in China, set up specialized incubators to form industrial cluster with global competitiveness.

The Sha'er Member of Chengbei low step fault zone of southern Qikou Sag is braided river delta frontier sedimentation with thin reservoir and complicated sand bodies occurrence. To have a more precise description of sand bodies' dimension, this paper uses deterministic constrained sparse spike inversion and stochastic geostatistics to study the plan distribution of sand bodies, and applies high solution loggings to mark their vertical dimension by using optimized inversion parameters. Rock's properties are analyzed; gamma and sonic curve are used to reconstruct sonic curve. According to seismic data and sedimentary environment, multiple wavelet extraction and multiple fine calibration are used to recognize its sandmud structure. Appropriate variogram model is selected to simulate the spatial distribution of sand bodies. The inversion results combined with optimized parameters can increase the precision while reducing the uncertainty in predicting; it is an effective way in predicting the thin reservoir.

Luanchuan county owns abundant ores. Mining contributes a lot to its economy, but low in ore resources utilization and exploration in some mines. Mine environment, order and mining structure need adjusting. This paper discusses the sustainable development of mining economy, and presents suggestions on layout, zoning mining, optimizing structure, improving technology, restoring and protecting mine environment and development recycling mining economy, which offers references for Luanchuan’s sustainable development based on a coordination ecological environment, ore resources and economy.
